The Ministry of Natural Resources and Environment implements the National Climate Change Adaptation Plan

Water resources is one of the four key tasks in implementing the National Climate Change Adaptation Plan

On the basis of the National Climate Change Adaptation Plan for the period 2021 - 2030, with a vision to 2050 the Prime Minister issued at the end of July 2020, the Ministry of Natural Resources and Environment is implementing this activity for the units under the Ministry.

* The Ministry of Natural Resources and Environment takes the lead in supervising and monitoring the implementation of the Plan

According to the National Climate Change Adaptation Plan for the period 2021 - 2030, with a vision to 2050, the Ministry of Natural Resources and Environment is assigned to assume the prime responsibility for, and coordinate with the National Climate Change Committee, concerned ministries and branches, the People's Committees of provinces and cities monitor and urge the implementation of the National Climate Change Adaptation Plan; periodically reviewing, reviewing, reporting and proposing to the Government, the Prime Minister and the National Committee on Climate Change necessary measures to ensure the synchronous and effective implementation of the Plan.

The Ministry of Natural Resources and Environment will also assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, monitoring and evaluating the implementation of the Plan; promptly report and advise the Government and the Prime Minister on solutions to the problems arising in the implementation process at the central and local levels, ensuring the implementation of the Plan on schedule, bring practical results.

The Ministry of Natural Resources and Environment also assumes the task of coordinating with the Ministry of Planning and Investment, the Ministry of Finance and relevant ministries and agencies to develop mechanisms and policies to support and attract investment in climate change adaptation activities; mechanisms and policies to strengthen the insurance system and share climate and disaster risks.

* Deploy tasks in 4 specialized areas

In addition to the general tasks, the Ministry of Natural Resources and Environment also performs many professional tasks related to 4 areas: Strengthening the management of state and resources; Natural disaster prevention; Environment; Water Resources.

Regarding strengthening the management of state and resources, the Ministry of Natural Resources and Environment implements 10 tasks, including important tasks such as: Building the Law on Climate Change; Setting up a Monitoring and Evaluation System (M&E) of climate change adaptation activities; National report on climate change adaptation; Organize the implementation of scientific researches and the application of new technologies in climate change adaptation; Developing and implementing programs and projects to cooperate with international partners on climate change adaptation in Viet Nam ...

Regarding natural disaster prevention and fighting, the Ministry takes the lead in building a monitoring system for climate change and sea level rise throughout the territory of Viet Nam; Modernizing the monitoring system; forecast technology; Disaster risk zoning and warning; Deploy the global climate service framework in Vietnam in service of socio-economic sectors and fields, and prevent natural disasters; Assessment of losses, damages and implementation of climate risk sharing solutions, reducing losses and damages caused by climate change, Investigating and surveying, identifying causes and proposing solutions to combat subsidence , landslide of river banks, coastlines in the Mekong River Delta ...

In terms of environment, the Ministry of Natural Resources and Environment will build models for biodiversity conservation; restore important degraded natural ecosystems; applying local people's knowledge in conservation and sustainable use of biodiversity, ensuring sustainable livelihoods, giving priority to vulnerable communities; Establishment of rescue zones, offsite conservation, breeding and propagation of threatened species...

For the adaptation to climate change in the field of water resources, the Ministry of Natural Resources and Environment takes the lead in formulating the National Strategy on Water Resources to 2030, with a vision to 2050; planning on water resources for the 2021-2030 period, with a vision to 2050; integrated planning of inter-provincial river basins, inter-provincial water sources; Complete the national water resource monitoring and monitoring system.

In addition, it also takes the lead in classifying the level of water scarcity, proposing the application of water storage measures, saving water, limiting water exploitation and use according to each level of water scarcity; At the same time, investigating, evaluating and identifying solutions to artificially supplement underground water for the Mekong Delta, South Central Coast and Central Highlands to improve the efficiency of sustainable use of underground water resources in the case of climate change events.
